This tutorial begins with a primer on transmission planning in the old paradigm – of vertically integrated utilities – and critically examines its associated advantages and disadvantages. Tracing the evolution of deregulation and its affect on transmission planning, inadequacies in conventionally accepted practices are presented. Transmission Planning is viewed in the light of the new paradigm, deregulation, and the need for new processes to enable transmission planning from a global perspective are presented. The tutorial continues to describe the incorporation of societal economics and ratepayer interests in the planning approach. Practical examples dealing with the use of the new approach adopted by California ISO will be presented to highlight and confirm the benefits of the proposed approach.
